Coronavirus Travel Ban Exempts Students From Europe, Says State Department WASHINGTON—Foreign students coming from Europe, along with some au pairs and family members of visa holders in the U.S., are exempt from the Trump administration’s various travel bans imposed during the coronavirus pandemic, according to a memo the State Department sent to Congress on Thursday.

The Trump administration has said that the array of travel and visa restrictions enacted since January were intended to slow the spread of the virus and block classes of foreign workers to open jobs for unemployed Americans. The restrictions affected China, Europe and Brazil, and people holding a range of visas, including the prized H-1B for high-skilled workers.

According to the memo, students in European countries who already have visas to study in the U.S., but were blocked by the March travel ban, will be able to come to the U.S. for classes in the fall. Students who can get a visa can also come.

Studies Show N.Y. Outbreak Originated in Europe A separate team at N.Y.U. Grossman School of Medicine came to strikingly similar conclusions, despite studying a different group of cases. Both teams analyzed genomes from coronaviruses taken from New Yorkers starting in mid-March.

The research revealed a previously hidden spread of the virus that might have been detected if aggressive testing programs had been put in place. On Jan. 31, President Trump barred foreign nationals from entering the country if they had been in China — the site of the virus’s first known outbreak — during the previous two weeks.

Viruses invade a cell and take over its molecular machinery, causing it to make new viruses. An international guild of viral historians ferrets out the history of outbreaks by poring over clues embedded in the genetic material of viruses taken from thousands of patients.

To determine whether local transmission of SARS-CoV-2 could be detected, the New York City (NYC) Department of Health and Mental Hygiene (DOHMH) conducted deidentified sentinel surveillance at six NYC hospital emergency departments (EDs) during March 1–20. On March 8, while testing availability for SARS-CoV-2 was still limited, DOHMH announced sustained community transmission of SARS-CoV-2 (1). At this time, twenty-six NYC residents had confirmed COVID-19, and ED visits for influenza-like illness* increased, despite decreased influenza virus circulation. The following week, on March 15, when only seven of the 56 (13%) patients with known exposure histories had exposure outside of NYC, the level of community SARS-CoV-2 transmission status was elevated from sustained community transmission to widespread community transmission (2). Through sentinel surveillance during March 1–20, DOHMH collected 544 specimens from patients with influenza-like symptoms (ILS)§ who had negative test results for influenza and, in some instances, other respiratory pathogens. All 544 specimens were tested for SARS-CoV-2 at CDC; 36 (6.6%) tested positive. Using genetic sequencing, CDC determined that the sequences of most SARS-CoV-2–positive specimens resembled those circulating in Europe, suggesting probable introductions of SARS-CoV-2 from Europe, from other U.S. locations, and local introductions from within New York. These findings demonstrate that partnering with health care facilities and developing the systems needed for rapid implementation of sentinel surveillance, coupled with capacity for genetic sequencing before an outbreak, can help inform timely containment and mitigation strategies.

Studies Show N.Y. Outbreak Originated in Europe A separate team at N.Y.U. Grossman School of Medicine came to strikingly similar conclusions, despite studying a different group of cases. Both teams analyzed genomes from coronaviruses taken from New Yorkers starting in mid-March.

The research revealed a previously hidden spread of the virus that might have been detected if aggressive testing programs had been put in place. On Jan. 31, President Trump barred foreign nationals from entering the country if they had been in China — the site of the virus’s first known outbreak — during the previous two weeks.

incompetence’ New York Gov. Andrew Cuomo on Thursday slammed President Donald Trump’s coronavirus response, describing the pandemic in the U.S. as a “virus of American division and federal incompetence.”

“It will be a double-barreled shotgun of incompetence,” Cuomo told reporters during a press briefing in Albany. “You know what virus is worse than Covid? The virus of American division and federal incompetence. That’s the virus that’s wreaking havoc on this country.”

 

Cuomo pointed to a recent report from the U.S. Centers for Disease Control and Prevention that he said proved one of his longstanding claims: The coronavirus came to New York, which was once the epicenter of the global outbreak, predominantly from Europe and not China.

Europe travel ban came too late to stop New York outbreak, CDC data confirms The coronavirus had already spread from Europe to New York City by the time the Trump administration enacted a ban on travel from Europe, a report from the Centers for Disease Control and Prevention confirms.

The Trump administration banned entry to the United States from 26 European countries on March 13. By March 15, the CDC reported, community transmission of the coronavirus was already widespread in New York.

CDC confirms that coronavirus already spreading in New York City when European travel ban went into effect in March A U.S. ban on travelers arriving from the EU on March 13 came too late to prevent widespread community transmission in New York City, according to a report Thursday from the federal Centers for Disease Control and Prevention.

CDC researchers analyzed the genetic code of virus samples collected from three dozen infected New Yorkers in early March, and found that most of those early cases of the coronavirus could be traced back to Europe. It also confirms what many researchers have already said: That widespread community transmission was well under way in New York City by the time mitigation measures, such as the travel ban, school closures and stay-at-home orders went into effect.

The sequence from March 2, 2020, (the earliest positive sentinel specimen collected) clustered with early sequences from Europe and United States (Group B), which also cluster with sequences from China. No sentinel sequences were directly connected to sequences from Wuhan, China, where the outbreak originated. This was unanticipated, given that most sentinel EDs were used by patients residing in ZIP codes with a high proportion of Chinese speakers. Rather, the sequence analysis suggests probable introductions of SARS-CoV-2 from Europe, from other U.S. locations, and local introductions from within New York. Domestic airport screening and bans on foreign nationals traveling from China were implemented on February 2;*** however, similar travel restrictions from the Schengen Area in Europe were only implemented March 13.††† Although travel restrictions are an important mitigation strategy, by the time the European restrictions were implemented, importation and community transmission of SARS-CoV-2 had already occurred in NYC.

COVID-19: US Travel Bans Came Too Late For NYC Metro Area, CDC Says, Echoing Cuomo Statements After months of criticizing the federal government for issuing a travel ban for Chinese residents while COVID-19 cases were actually pouring into the New York metro area from Europe, Gov. Andrew Cuomo has been vindicated.

Now, the government's main agency handling the crisis agrees with that assessment.
